Power supply issues

I just got this power supply for Christmas,

Not sure why it's unavailable but it for sale a week ago. I plugged the power supply in to the wall and hooked 4 fans up to it. I turned it on and nothing happened. Not sure if it needs a big load to turn on, but I noticed that the socket to plug the cord into is extremely wobbly and almost comes out of the power supply. I think I'm going to return it to amazon, any help would be appreciated. I might just buy a better power supply.
