Get a cheaper Optical drive, get a newer ryzen CPU, like the 2700 or 2700X

  1. That is the cheapest optical drive with the features I need
  2. I intend on overclocking as much performance out of it as possible, though I would go with the 2700 if it fit into my budget

Get the Ryzen 1700X you listed just the 1700 for $10 out of the box it's at 3.4 ghz instead of 3ghz.

2 Things : Do you really need an Elgato Game Capture Card? My reasoning behind this is that with free software such as OBS available, and with your hardware you won't exactly have much lag in your gaming performance when playing.

Last one, do you need a 1440p monitor? Not only would you get cheaper with a 1080p monitor, you'd have more money in your budget, to either get a higher refresh rate, which is great in gaming, or upgrade other parts of your build, such as the CPU.

  1. I need the Elgato because I'm also streaming Nintendo Switch (and probably Wii U) games

  2. All the cheaper high refresh rate displays have Freesync, but I need my NVENC encoding for streaming PC games, so I decided just to go with a higher resolution display instead, and once RTX finally is enabled I don't expect high framerates
