I ordered all of the parts I need for my PC, and so far all of them have arrived except for the CPU fan, which won’t arrive until next Thursday. It isn’t big deal, considering I don’t have a monitor or operating system yet anyway, but I already started assembling my PC; could I assemble everything else, and then add the fan last when it arrives?

Depends on cooler in question.
Some coolers require access to the back of the mobo and chassis may or may not have easy access, if mobo is already mounted.

Fan or cooler? If its a fan then yes. If its a cooler then yes if you case has a motherboard tray cut out although if its a HSF you may be best off installing it outside of the case.
