What's a quality silent air cooler for a 2700x that can give good temps/performance of the cpu?
There are many options available. You also need to consider CPU clearance for your case and if there is any compatibility issues with heatsink and motherboard if going with large air coolers.
The bequiet Dark Rock Pro 4 which you have on your saved list is an amazing cooler.
The noctua NH-D15 is also a great choice

Looking for silence? I have the Scythe Mugen 5 PCGH Edition on a 2700X. With both fans ramped up to max, I can barely hear it even with all the case fans unplugged and my ear next to the cooler. Temps are right about 80C (Tctrl) running the short fft prime95 test, under normal loads maybe mid 50's.
I'd expect similar noise performance out of the Dark Rock and Noctua coolers with suitable fan curve limits. The Cryorig and Thermalright coolers are excellent thermal performers but I'd have to research the noise aspect a bit.
