Instead of a 1030 pick up a used OEM RX-460/560 which are selling for ~$60 on ebay. As for the rest of what you have listed, I'd recommend not pairing that MoBo with that CPU. It doesn't have MOFSET heatsinks and will likely be pushing the boards limits. I'd recommend something with good MOFSET cooling, preferably a X370/470 chipset, but that's not completely necessary.

Depends on how budget you're trying to go. If you are leaning towards a 460/560 and are on a strict budget I'd recommend one of the HP OEM RX-460s like these (top few listings). But, as you can tell, the aftermarket designed ones are only going for about $10 more.
