Build guide migration

I wanted to give everyone a heads-up that we're looking into doing a migration for user build guides.

Historically user build guides have been somewhat misused. Many people create them not so much as guides, but as saved part lists. It was that and also troll / non-serious guides that led us to remove user contributed build guides off our build guides page.

I'm looking at migrating existing user build guides into saved part lists. No data will be lost - for each guide a saved part list will be created, the guide part list will migrate, guide description text will migrate to the saved part list description text, and comments will be moved over.

To facilitate bringing guides into saved part lists, I'll be adding folder support in saved part lists (and all the guides will be placed into a newly created "Build Guides" folder in each users' saved part lists. Users will be able to create new folders as well, though initially it'll just be a one-deep max hierarchy.
