AMD recommendation:

Nvidia reccomendation:

Nvidia recommendation The 1070 on ebay costs just as much new, so you may as well get new.

Personal recomendation:

New: For $300 : RX 590, but you are looking for $400, so definitely get a GTX 1070. Used: A Vega 56 is an excellent card. I'd get the Vega 56.

If you can afford it, definitely go 1070 6GB. It's one of the best bang for your buck cards you can get. Excellent 1440p performance. But, the 1070 does cost a pretty penny more than the 1060. If you get the 50% discount, get the 1060 6GB. If you don't (and if you can afford it) go for the 1070.

The most powerful (and costly) of the three is the 1070, then I'd recommend the 1060 IF you still get that discount, but if you don't get the discount, I'd recommend the RX 580 8GB. The 590 is just a revamp 580. It's really not much better. To perfectly match your budget, go RX 590, but to ge the BEST bang for your buck, go RX 580 8GB.

The case depends on a few things:

  • If you are water cooling or not

  • Color scheme

  • If you want side panel windows

  • Motherboard size

If you are water cooling, you are going to want to choose a case with room for a radiator. The size of the radiator will effect your decision. If you want a TG window or what color scheme you want is up to you. If you have a MicroATX motherboard, you might want to consider a MicroATX case. These take up less desk space, and are much more portable. However, It's much easier to cable manage in a full ATX case.
