Hey guys, here is my first part list that I tried to keep in the sub $1000 range, peripherals included, because I'm on a budget. I would really appreciate any feedback that could be given.

Get Ryzen 3000 instead... Much better performance for the price and higher IPC

MOBO: Needs a BIOS update to run the 9400F

the EVO SPEAR 3000Mhz is $9 less

That HDD is very poor. I would recommend the WD Blue 1TB for that price.

Maybe a little more PSU wattage. 600W would be comfy enough for me.

I heard about the BIOS update necessary. How would I go about updating it?

don't know, but juggling some parts could net you a Z390 without needing a update.
