Brutal honesty here - $2,000 American isn't enough for a decent water-cooled PC here. It's going to be much more in other countries such as Singapore, especially since parts will be harder to find and more expensive. Sorry.

That aside, I tried to hit as many of your marks as possible without sacrificing. I could work in Windows 10 if you want, but there will have to be a GPU downgrade if you want to keep the other stuff.

to add on custom water cooling can be hard to maintain and i believed only one shop in Singapore carries the EK water cooling parts so the shop will charge high price for it.

keep it simple if you want the system to last long

3.5K is doable with the Ryzen 9 3900X, 32GB RAM, RTX 2080 Super something those line

Don't go threadripper. Outside of 3rd it is worse performing than a 3rd gen Ryzen CPU when it comes to gaming and a 3rd gen threadripper CPU is a waste of money for a gaming build, the CPU and board will take up nearly of all your budget too.

Also you don't need more than 4 sticks of RAM for gaming build since 16GB is really all you need.

haha, the 6 sticks of RAM is really more of an aesthetic reason. I may go with 3 instead (is that possible?), knowing that G.Skill Trident Z Royal comes with 8 individual programmable RGB LEDs.
