EVGA GTX 650 vs EVGA GTX 660

I am wondering if its actually worth it to upgrade to a 660 and if I will really see a lot of difference if I do upgrade to a 660. also is there a video card that is better than either for under 175? I would go up a little bit if its actually worth it. Any help is very much appreciated.

Absolutely, the 660 will give quite a significant boost over the 650, it's always recommended for a gaming build at least to go for the best model you can afford, especially in the low to mid range each successive model will see a significant boost each time. It's only once you get to the high-end stuff that it's recommended to do some more research in the bang for buck ratio as some models can run wildly expensive.
