The quietest fans I've ever used by a huge margin. They're not cheap and not exactly airflow monsters, but nothing else I've used comes close in terms of noise levels.

My mITX rig is on the desk, so I definitely wanted to be as quiet as possible (and relatively cheap...). So I've bought 3 PureWings2 PWM case fans: 1x140 and 2x80mm (in really good price here in Europe, compared to the PCP price). All 3 fans and the CPU cooler are running from the CPU PWM header with an Arctic PST cable, configured with speedfan to work according to the GPU temps. I'm absolutely satisfied with them, highly recommended.

These fans are great. They move a good amount of air and they're pretty quiet. The Silent Wings 2 come with a more "silent" mounting system as these just come with regular mounting screws. I could be wrong, but I believe they're the same fan otherwise. They're definitely high quality and I picked them up for a good price on a newegg sale.

Cheap, quiet and benchmarks have showed that it cools almost as much as premium fans.

Definitely live up to the company name, even spinning at their max speeds (which granted is only 1000 rpm) they don't make a sound, and if they do they will quickly be drowned out by any other less silent fan in your case. Would definitely recommend as great fans to replace stock case fans if not going for a flashy RGB build.

from completed build Finally upgraded to Ryzen - and lovin' it
A decent and cheap fan that runs very quiet at around 60 - 80 % rpm. At 100% though you will notice it.
