You can add a Cheap video card such a RX 460 or GTX 1050 and he would be gaming on pc.

Not true, they can overclock well. It totally depends on the cooler and your chip. With the hyper 212 evo you can get up to around 4.3 to 4.4ghz.

With a 360 rad or Noctua-NH D15 you could get around 4.7to 4.8Ghz.

Another big factor is the motherboard, but with your motherboard you have 990 chipset and good VRMs so it wound be not be much of issue.

So far MSI are great and EVGA but there was a Thermal pad issue with their FTW line.
