That's always your decision. I wasn't trying to discourage you from using a AIO but just saying that they've got more points of failure. Despite this, most companies will replace your hardware if it leaks and ruins other hardware as long as you're still under warranty. But it should just be fine either way.

as for the CPU cooler: a 280mm or 360mm cooler would definitely do better than an air cooler but they can leak whereas there's really no way for an air cooler to fail.
probably a better cpu cooler and it'll last longer (a 120mm AIO is about the same as a good air cooler)

Some minor changes
got rid of the network adapter and just got a mobo with integrated wifi
upgraded your cpu to 9900k
got rid of one of the headphones
upgraded cpu cooler to 360mm
changed your monitor to a cheaper IPS panel with the same resolution size and response time
looks good! you could try to upgrade your psu so then you won't run out of wattage in the future

probably not a lot since the 1660ti comes with gddr6 which is faster than the 1070
it's just an ease of life thing for not needing that many cables
depends on if you want the larger vram and frame buffer or the better driver support
you may also want to wait for when Ryzen 3000 is coming. More cores and higher clock speeds await.

I believe that mobo is one of the better ones
it might but at that point a cpu upgrade would cost a lot more than just adding in a new gpu, psu, and ram. It'd probably include a new mobo, new ram, new cpu (ofc).
Another good upgrade solution would be an SSD to speed up load times
