if you want a good value card at the 980 prices
look at the AMD Fury cards like the Sapphire Tri-X
every performance graphs shows the Fury edging out the 980
you should be able to get easily 4.5GHz with the liquid cooler but you prob need to find a way to cool the mobo VRMs
you prob wont need 1500watts
but then again
you got an excuse to get another 980ti if you want more POWER!!!

the 8400GS is indeed slower than the Intel offering which uses your system DDR3 RAM as VRAM

look for the Gemini series
they are slim coolers but have huge fins which are wide for cooling
the plastic wrap can cause the heat to get stuck inside the casing if it blocks the air vents

what i suspect is the CPU is throttled back due to heat from the CPU or the mobo VRMs

The M4 is a great cooler
but the Asus board lack VRM cooling since they omitted the heatsinks on the VRMs
you can buy classic RAM sinks with thermal double sided tape and stick to the VRMs and let the fan on the CPU cooler to blow over them
that way you can push the APU much better without worrying about VRM throttling
also for the best results of the APU+GPU dual graphics
try to bump both the APU iGPU part to 1GHz and the 250 to 1GHz and above and also clock the system RAM to 1866 and above.

the seller is usually from Taiwan or China and they can ship the item to you via air mail
my QX6800 board which is the GA-EP45-UD3 didnt have the IO shield as well but I bought one from ebay which is sealed and brand new without a single rust
i got the exact same OCZ RAM as you only that I have since swapped to 8GB worth of 4 sticks of Kingston and Geil RAM
that is a pure quad core CPU
the Pentium is just a dual core
even thou this CPU is slow
it run circles around the Pentium in work applications

I got 3GHz the moment i install my DDR3 1333MHz 4GB RAMs
that because the board auto OC my fsb to 1333 from 1066
the decent upgrade will be a SSD
also you might want to get a CM cooler if the case fit it
maybe a good excuse to get a new case when the next paycheck comes in
