My Ryzen 1600 and 1070 Ti run the Witcher 3 all max settings at ~50 fps at 1440p, so you don't need a super beefy cpu.

a 1080p 60 hz monitor is underkill for a 1070. you should get a 1440p or 1080p 144hz monitor

no offense but your part choices were very poor. you got a very old and underperforming cpu for an insanely high price. same with the case. you are pairing an extremely strong gpu with a potato cpu and anyways your potato monitor bottlenecks it. with a 1080 ti you want a 1440p 144hz or a 4k monitor

edit: oh lmao it was gifted, sorry i misunderstood since it was listed as money. still the cpu mobo and ram choice were extremely poor and you could have got ryzen

With 1440p 144hz u will hit around max fps with max settings. If u go 4k 144hz then u will prob get 90-120 frame rate. Just look at 1440p fps test and same with 4k
