Depends on the prices. If the rx cards are not overpriced, I would get one. I mentioned the 1050ti so that you had extra money to start saving up for your next upgrade. If a rx 470 costs a little more than the 1050 ti, I would get.
I would upgrade your gpu first. I don't know about the availability of amd rx cards in the Philippines, but they are sold out currently in the us. I would get a cheap gtx 1050 ti, saving money, and then use it with your i3 until you have enough money to do a ryzen 5 upgrade.
I think it is worth it for the price compared to an i5 just because of the extra cores. Looking at your part list though(correct me if i'm wrong) shows that you have a r9 270x . You might have to upgrade your gpu depending on your needs.

I think you should change the monitor to something cheaper. Then you could get a 80+ gold psu with higher wattage. Other than that, It looks good to me.
I think so, the vddcr voltage is set to 1.267. Maybe its just monitoring wrong. Gonna boot into windows soon and check using other programs to make sure.
How do you get such good fps in ark? I play with a i5 6500 and a 980ti and get 40fps on epic :(

Have you created a fan curve yet for the gpu? Sometimes at stock the fans don't even turn on until a certain level, so higher idle temps. Besides that,

If your power supply is mounted with the fan drawing air in from the inside of the case it might overheat some. Usually, the psu is mounted upside-down with the fan drawing air from outside. Hope that helps :)
The rx 470 is about 10% weaker than the 480. At 1080p, you could run those games almost maxed out a t 60fps or better.
If you are going to buy a i5 at your budget, a rx 480 would work fairly good. I would recommend a 8gb model at about $220

How are your fans placed? I have the same case and have four fans to put into it.
They are about the same. I would get the i7 for video/rendering work, but the i5 6500 for average use/gaming. You wouldn't benefit that much from the i7 in games, plus the i5 is newer.
